Electic, it sounds like that was WB's plan for ERHC, but the advent of investigations and EO would not allow it.
It seems like EO is holding out for his price. My guess is around $5 a share now. But he'll wait for oil rig developments and drilling to determine a good selling point and price for a chunk of his shares.
So we are waiting, too.
Your plan has a lot of merit. I just don't know if EO would encourage it now.
