It appears XXII may need to work with a firm that can "think outside the box" and it seems the traditional BT firms are not able to do so. They appear to be more reactionary and may not do anything unless forced. This appears to be a good time for another player to enter from Big Pharma, Big Alcohol or a firm that wants to get into HEMP/MMJ etc.
