Since Citizen's United, the conservative death stroke on democracy, I don't think term limits would matter much. Corporations would basically own seats they have purchased, and which stooge is placed in office for them since they could basically be replaced interchangeably at will would be essentially irrelevant.

They would just insert a congenital liar or another conscience-free ventriloquist dummy like Sean Spicer into the slots and they would vote the same whether they have been there 2 years or 20.

I think it is too late for term limits to have much effect unless ownership of seats by the richest bidder is somehow controlled.

And if there were a counter-force going, they would do what they do now.. gerrymander the voice of the people away.

We already have term limits - it's called voting, but the conserv-majority Supreme Court took care of that when they allowed the Citizens United decision to stand.
