Got 60 MBs but don't have yr problem!!
Even my Smart devices dont buffer!!
If your TV shows less Speed than the Lap top,,,depends on the Quality of the Device that is Using/ Running/ or Delivering the internet!!
I will repeat hard-wire(with an ethernet cable) those devices to the internet source and see if the speed aint faster!!! If still slow when hardwired,,,then contact yr internet-service- provider!!

Guys...I learned something today...my VIVA device was placed between two rows of a table holding the TV...I placed it on top of the table besides the TV and the internet speed jumped up to 7 to 9 MBBS...now my picture is perfect and also no buffereing !!! Also I was told that the sling box is non-directional, in that it can be placed anywhere and it does not matter...this is something the VIVA guys need to specify to their customers...I really like VIVA and now with the good picture, etc. its a keeper...sling has lousy channel picking ability...VIVA is like most others most folks have (Cablevision, COX, etc.) where the channels can be punched in or the guide comes up in sequential order...
