I disagree here. IMO, the ideal situation for immigrants in America is assimilation. . I think it is important for all permanent residents to feel like a part of America.
I hate the term "Path to Citizenship" We already have a path to citizenship. Let the Newbees get on that path.
I think the letter is consistent with what you are saying. I interpret "NEVER, NEVER Full Legal Citizenship" as no path to citizenship through DACA, yet allowing "PERMANENT RESIDENCY" for some. Those who want to "assimilate" can get on the path we already have.

If legal permanent residents feel like a part of America, there is a path to citizenship if they want it. However, these are two different processes.
