There is not, and never has been, any significant short interest in this stock. There are no old posts where anyone was actually short. The $2.50 margin requirement is real.
The little short interest in the past was almost certainly all "fails to deliver". NEWC has been around a long time, and there has been 3 reverse splits in that time, with two of them being HUGE. Some people may have had old pre-split certificates that didn't clear in the T+3. Thus the fails, which are recorded as short INTEREST. But not in almost every single case there was zero shares short in the next reporting period, which demonstrates the failure was corrected in between. That is actually quite common in old penny stocks. And in terms of actual meaning, quite insignificant.
