Not currently no, but that can easily change with a DEFA14A followed by I believe PREM14A/DEFM14A

Of course there is no set ratio. Lets say they had set the ratio to 4:1 which at current price would be 1.40. What's to stop a short attack to bring the stock price under .25 before vote or between now and the time Its effectuated?
