He knows the results by now... Cmon, it's 3 months since the 70 percent PR... 70 percent has to be completed weeks ago... So either the data is bad, or he's milking this until 80/90 percent? Hell, at-this-point, wait until December for trial completion. The whole strategy behind releasing interim is to rally the stock, so why not use data from 70 percent? The stock is in free-fall mode.
