I guess that depends on what you mean by "help" :) It is highly unlikely to drive the shareprice towards a P/B of 1, but it might get the share price a whopping P/E of 1 - well, the interesting question here is how many free shares are there.
Prior to the ex date I assume most of the shares are locked up, at least from the minor investors, so SIAF could buy up the (possible) minor amount of free shares.
After the ex date there might be a lot less shares locked up, especially without a cash-dividend plan or an ex date for SJAP.
