Kiewit is in it for one reason only -- because they are paid for their services.
For years, we heard the same bogus reasoning about SAIC's involvement, that CCTI's process was obviously a "game-changer" because SAIC was along for the ride. But SAIC, like multiple outfits before and since, was involved because they got paid. It really is that simple.
