You don't understand the SBV process and the entities involved do you ?

Do you understand that the DOE and the Labs are not the same thing ?

The Department of Energy oversees the Labs but the Labs are individual organizations.

The review of the NEAH battery and Fuel Cell for the SBV grant would have happened after the application for the grant, ie after the deadline which was march 2016. The initial reviews Non-NDA would be the DOE not Argonne or individual labs.

There is no review prior to grant application. The DOE does not have a permission to apply phase.

Bill is completely right.... If a lab assists in pursuing a grant that is an obvious conflict of interest... I don't understand how you can't see that. If a letter of recommendation is a conflict of interest, then going the huge extra step of helping a company pursuing a grant is a huge conflict... Very simple and easy to understand. A rep saying that he is interested in the tech is a completely different story and unrelated to what bill is talking about.
