"letter of intent", "memorandum of understanding (MoU)" or any other language has been used before.... means nothing until the actual deal is signed. What happened to all the previous "intents"/"MoUs" etc.? All flopped.

Market won't believe squat until a deal is engraved in stone.

At the risk of turning this into a semantic argument, WNEC's involvement came through Piper Jaffrey. Those two outfits have the working agreement -- or "engagement", as the PR so breathlessly described it.
