If the company is not a scam, they should indeed have money to pay dividend. The had 5$ EPS 2016. There must be some cash and SINO have already done the investment in Tri-Way. They have no obligations or need to do more investments in the daugthercompanies. If the company earns anything close to what they say, they should be able to start a quartly cash dividend.
