Thanks for the SEC form 15 find.
SPRL did the same thing as did O.A.O. Tatneft.

O.A.O. Tatneft announces Notice to NYSE delisting on Aug 18,2006.

Understand that there can be more than one reason for filing a form 15.

Sometimes it is done so that companies can have some time to file their financials. It may be that way for NDOL or it could be that they are doing this to move to another exchange and change their name. I am not an expert with form 15 but this seems to be the start paper wise as to what Jaz and I have been hearing from Julia as to news in the future.
