Prior management ran the company into the ground...Tom took over and is turning it around, as he has done with 4 businesses before this one. Everything is just now starting to fall into place and PPS does not reflect what lies ahead. With hundreds of millions of dollars in contracts this can be trading at $.50-$1+ even at current OS.
