Looks like you are right

On March 29, 2017 the Company closed on its Asset Purchase Agreement with Incite Brands acquiring all the assets and several brand names. The Company has not taken control of Incite or the operations opting to pay off the purchase price prior to taking control. As of the date of this report, the Company has paid $250,000 of the purchase price.

Right from the March 31 Report filed. You do not pay $250k unless you plan on closing...
