The IP address is operational (45.115.236.175), their domain names (zjmy888.com & the other) resolve in a ping/tracert (think of it as checking a pulse), and their equipment has network connectivity. Also, their websites are current with their domain provider (they didn't skip any renewal notices for their websites).
If they were down due to hacking they wouldn't have IP connectivity. Same dealio if 'they' bailed on shareholders.
If they were down due to past due bills the WHOIS would reflect that (and I'd be buying the domains myself).
The websites appear down as if on purpose. Why does a company take down a site? Maintenance. Do they typically take it down without a splash screen? No. Insert speculation here.
