Could be that they forgot, code is wrong and they haven't realized it yet, or the changes they're performing disallow that from occurring. Fair question.
That's why I lean more towards some kind of overhaul. Maybe it relates to a name change and the website is migrating to a new domain? I haven't seen any indication in the WHOIS domain lookup to that effect though.
