It can be. That's obvious or there would be no point in having restricted shares because no one would accept them.
But these shares here have not been unrestricted sooooo there is that. Per your own words they would have to take specific steps that have not happened so this is low float of around 201m because per the latest filing 2.15b shares are restricted.
