MM would never risk that and it would be highly illegal. Look at brokercheck.com These companies have been fined millions of dollars for naked shorting in the past. Naked shorting happens, but they do not don't team up with these companies. Way too much risk for these MM to take with absolutely zero benefit to them. Risk outweighs the reward.
