The current float has nothing to do with the additional issuing of 300 million shares as a dividend. The shares will have to come from the authorized kitty of 6 billion of which there are about 2.9 billion left to issue. They will be shown as issued and outstanding and either will be restricted not tradeable or free trading and added to the current float.
