Hell, 5% is being generous based on Hanks many failed projects in the past.

I'm interested to learn how you came up with 5%? What mathematical equation did you use?

Based on his past success - the probability of him building a Oil Refinery is 0%.

Hanks is a Attorney and he isn't allowed to practice law in Texas - what a great guy.

Hanks is also a failed penny stock pumper.

5% is an estimate based on zero to 10%. What few get is that what hanks is trying to do is extremely difficult and in no way a done deal. 10% is very optimistic and zero % is unfair. So I chose 5% to try and be fair. Could you argue 10 to 20% and not be unreasonable? I suppose so, just because I think that is high doesn't make me right and them wrong. But I do believe that if one goes to high that it becomes less and less reasonable.

In the end it will be either zero or 100% as 1/2 a refinery is not really possible

So to be as clear and fair to all, I am trying to be positive but not delusional to expecting a perfect outcome.

All I ask is to Stay positive but keep it reasonable

5% is a completely made up fantasy number with not a shred of logical bases. You would have to look at multifarious variables to even gain a starting point for a theoretical formulation that would still be a rational speculation. For instance you take the number of permits applied for over the past 10 years to get a number that could be used as a bases for permit approval. You could do that for each fragment of this deal to coalesce a theorem. Then you would a starting point to function with.
