Question: does it matter what shell you buy if you fill it an amazing company and bring riches to shareholders?
Yes. It matters quite a lot. Assuming BLDV is an "amazing company", I imagine it doesn't want to see its plans impeded by regulatory issues that could easily have been avoided had it chosen to get started the right way.
