I came across a rather lengthy job post today for the JinBo Investment Holding Group (may have already been shared in the DD here) and something you said reminded me of something from that post:

Jinbo Group Development Strategy Planning: three stages, three steps. The first stage: the basic year, playing the foundation, time 10 years, has been completed for the development of the company laid a solid foundation; The third stage: take off years, on the scale, time 3 years, the future planning, build a listing of the market, the laying of millions of end users; Company cluster, the capital operation.

The google translate here may have done a terrible job, but the ten year foundation piece stands out. And after reading your observations, it also does sound almost like a (military-like) strategy to march forward and take territory as they go.

I am really impressed by the vision and execution of this company.

Sounds like Jinbo will be the center of operations and going Nasdaq. Not sure what they need dolv for. You cannot simply "uplist" from OTC to NASDAQ, so the argument "it's cheaper to buy a ponksheets shell" misses the point.
