My solution for iHub - make it like SI - their own kin, as it happens - with BULLS BOARDS and BEARS BOARDS and Non-Moderated boards too, for that matter. But give the posters the choice to pick their place of residence!
Let the Moderator ban those who do not meet the terms of the board - it works great on SI.
