I saw the part about publishing quotes under certain circumstances, but don't see the part you claim. Can you just copy and paste the part that says Market Makers can't hit bids? Jim apparently didn't think what you quoted applied as he said he didn't want to look for it long after you posted what you thought covered that rule.
