I wish it was in a high-resoultion area and
then we would probably know for sure..
but the fuzzy image beats nothing..

I've been in KeyHole..well GoogleEarth a long time..

it's amazing what the Government will allow just
common people to see..
they say U.S. have technology now (under the right conditions)
to see a dime on the ground and tell you if it's heads or tails..and they could probably tell you the date on it..LOL..
