I drank alcohol in the Marines at 18. Off the base it was 21 but we had altered IDs and bartenders would look the other way. We got the wonder drug somehow.
When I was a kid growing up in the projects in a Los Angeles barrio marijuana was the common illegal drug. In those days using Mary Jane (mota) was a felony and guys got sent up to the joint for using and getting caught. The gravitation in those days was to use heroin. The drift may have been more of an antisocial, gang-related thing as one heroin addict I knew said.
Most of us drank alcohol in our mid teens, and it was easy to get. We'd ask a wino to pick up bottles of Thunderbird, give him some money to get a bottle for himself. And we'd get into our parents' liquor cabinets, take a bit of the top of all the open bottles and drink that potent mixture. We drank for the effect, the crazies we felt, the feeling that we were getting away with something, perhaps a hit back at our parents and society. To a certain extent you were expected to participate in anti social behavior.
I didn't smoke marijuana as a kid but did so in college. I was a late bloomer. We smoked for the effect, to get stoned, Cheech and Chong stuff. The use was mind altering, no doubt. But back then people were experimenting with LSD, uppers, downers, rainbows and just about anything that would f--k with your mind. The Beatles were responsible for our behaviour.
Back to the legal age to use marijuana. Why shouldn't children be allowed to use the stuff? If they've had a bad day at school, been bullied or failed a pop quiz, or even found their first true love and want to celebrate, why not?
