When I was in grade school the English teacher taught us regarding the usage of to and too , saying substitute the word also for too and if that fits than use it.
Example , Mary is going to the show and Step is going too. As you can see also could take the place of too.
I am going to the show and Step is going too.
I think the to in the example you posted is correct but the too is not just use the also instead of the too and I think we can agree it don't work.
Trump is not a great speaker and repeats to much and the word he uses that drives me crazy is bigley. I don't even know if that's a word.
