You begin by surrounding yourself with people who are smarter than yourself - people skilled in the art of negotiation. To successfully negotiate is difficult and can take years to bear fruit...but if you surround yourself with the RIGHT people, it is possible.
Also, you have to be willing to drop a claim to being the War President - a very tough thing for someone lacking in self-esteem and derives it from role-playing.
