Any funds overpaid to the treasury should go towards the recap. IMO. The government cannot keep the overage for themselves.

This all depends on how much Trump wants to play hard ball with us. He jolly well knows we have a valid point with government keeping $256B and exercising the warrants at 79.9%. By caving into us he helps his good friend Paulson and others. He also helps himself because he owns funds in the Paulson Company. However he needs to strike a balance with the other side he represents namely the government. Somehow Trump needs to meet in the middle. What if he exercises 40% of the warrants ?
