Point 1 - Trump/Mnuchin will execute their plan with Watt - Yes
Point 2 - Trump/Mnuchin will execute their plan without Watt - No.
Trump cannot dictate to Watt as to what to do. If Watt decides to resist any overt or covert order, he can do so freely.
This sort of "dictate" situation already occurred between Obama, Congress, State Attorney, non-profit organizations and former Acting FHFA Director DeMarco. DeMarco successful denied all what they dictated until.....There are plenty of articles on these battles and DeMarco's successful and controversial resistance starting 2011 or so.
The plan is to get FnF out of gov control and "get it done relatively quickly" meaning settle with the major players and release.
These are goals. A plan is the detailed set of designs and methods proposed and then employed to achieve these goals.
Is there a publicly available plan beyond stating two goals, please provide a source.
