What about merging FHFA into Hud. Hud is cabinet level. seems logical if the goal is to cut bureaucratic fat.
It is possible. The Congress created HUD as a cabinet level agency through the Department of Housing and Urban Development Act of 1965.
The FHFA was created by Congress through HERA 2008 as an independent government agency and in that process merged the Office of Federal Housing Enterprise Oversight (OFHEO), which was an agency within HUD that regulated Fannie Mae and Freddie Mac. It is possible through congressional legislation to bring the FHFA under the aegis of HUD.
