Not sure what you mean by limited its a worldwide exclusive license to use the code. If you read some of the docs on the Dimension site for the court filings it shows Iterated calling the codec both PVS/SGI and VDK 2 and also "PVS/SGI code otherwise known as VDK 2.0" so if you are going for some kind of difference between the two it was already shot down at the trial that TMM LOST.
And yes the code as turned over by Iterated ran on Windows PCs.
