That's not what it means...

It's a bid that sets a floor and discourages any games from any other interested party.

We went through 6 months of potential bids. We only received 2 and the other one wasn't even close to L3.

Not sure I get that. It's worth whatever bidders are willing to pay and if L3 is willing to pay only $50 and no one else is, that's what it is worth.

But re the stalking horse idea, you seem to be implying that prior to BK there was no competition for the bidding and only now in BK is that going to happen. My impression is that's not how it was and that everybody had the same opportunity to bid, but L3 was the best they got. From that perspective I don't see why we should think a higher bid might be made.
