In regard to the percentage question. Look at the top of the tabulated page. Next to date is the term "Short Interest". Then look down the list, on other stocks numbers such as 3,250 follow the year date line. Those numbers cannot represent a percentage.

In regard to your other questions, I am not sure and could only speculate at this point.
