Don't look so bad to me. I suspect however it would be modified somewhat on the way to become law. Wouldn't import taxes start a trade way. if country A taxes imports from B,what is stopping B from doing the same ? I suppose since most if not all countries are members of WTO, all these issues will be decided by it.
