Isn't getting past a P3 and getting FDA approval a sign that a Drug Works?

Isn't Pre-Clinical Trials trying to prove that a Drug Works?

So far Bavituximab has proven to work as good as Placebo; however, in the real world it has yet to prove that it works better.

If Bavituximab works.. why hasn't it been FDA Approved and Commercialized yet?

If Bavituximab works, why did the P3 Fail?

If Bavituximab works, why after 35+ years is the company still primarily curing mice?
