There's 2 problems with that:

1. It doesn't happen. If it were as simple as that, a major Pharma company would never have to report a failed drug trial ever again.

2. PMCB doesn't have the funding to conduct a complete Phase 1-3 trial. Much less to bribe the FDA by imaginary means.
