for starters it is a 50:50 venture with AZN which as you know is based in the UK
secondly fibrogen is doing all manufacturing in china through fibrogen china and china is hoping to lure chinese-based R&D
lastly china approached fibrogen bc they are severely in need of addressing a growing problem in their country - they simply don't have resources to cover ESAs for their whole population so it would not be in their best interests at all
