There's not enough volume to support your theory. From my experience, when this does start seeing enough volume to move CTIX it will be in the upward direction. And will likely be pretty sharp cutting any shorts off at the knees.

As a whole, the bio sector is nearing support set earlier this year. And so, CTIX is following that game plan as well.

News, the right news, can change that in a blink of an eye.

This is definitely dilution to raise capital. Stocks don't drop 10 days in a row without dilution involved
