Many of us have parents that were born in rural areas at a time when birth certificates were not important. My mother was born in rural Nebraska at home. She had no birth certificate but the Catholic Church kept records. By producing her Baptism record, her parents marriage record and a signed affidavit by a former teacher, she was able to get her SS and a "delayed" birth certificate.
