The quote is in Barbara Bush's book, The First Mom: Wit and Wisdom of Barbara Bush, 2004. I "looked inside" at Amazon and searched for "clinton lied" and sure enough, the quote starts on page 114.

However, it also appears that Babs may have borrowed it from Lenny, according to this citation, dated 1999. Scroll down to post #11110 (fourth down on the page) and to #22:

The Lenny Clarke Quote cited above has parentheses around oral sex...that prolly wasn't the word he used...and, I'm sorry, but Barbara Bush making such a statement (whether wit on loan or her own) undoubtedly says more about her experiences with sex than it says about anybody else's.
