If you are elderly, disabled or just poor you can get help, one state will even will bring the ID bus to your house. The only time it is impossible to get an ID is if you are not a legal citizen.

In fact, if you are that poor you are probably getting some kind of assistance from the state or the feds, and you need ID for that.

BTW, why would being black make getting ID harder?
