Yes and No, in Cali, you can basically tell the doc, you are anxious (anxious to leave with a bag of weed) and that's good enough. LOL People that want weed, pretty much can get it. NV is a whole nother story. And the visitors from any state could buy it and just try it while on vacation, big big jump in sales.
