While most would agree Clinton and Bush were most responsible for the Crash itself, most also agree that the 2008 contract is not under much contention from opposition.
What is under greatest contention is the 2012 breach of contract. And that falls under the Obama administration. However, Obama shouldn't have been involved, really. That is what we need evidence to show (though none exists yet).
