Handl, no buybacks are a financial tool to increase value. Sophisticated management will look at all alternatives including borrowing funds for buybacks. Anything that has the largest IRR should be considered. In this case buybacks certainly would be up there. I don't believe for a minute what Dan says. They might be limited but they certainly are allowed to do buy backs.
