Given Kim's conservative nature and past PR's history, unless he was certain of an imminent production contract signing (ie VN) he'd wait and PR any supply chain or production increases first, with the JV announcement following within days thereafter -IMO.
If it were me, I'd announce the JV first knowing full well that the VN supply chain needs to happen in spite of additional product demands created by the JV. Plan B (if VN fell flat on it's face) would be IN expansion to whatever degree necessary to accomodate the JV production demands given what we know so far. A JV would also make KBLB infinitely more bankable on better terms than the existing CSC financial arrangement.
Either way, it would be sweet knowing you've got more production under contract thru a JV than you can handle. But that's where JR's mfg. expertise comes in.
