He had no control but was able to push the Quilliams out? Seems like he had more control than PQ, hence being the current CEO.
There are two sides to the deal, PQ could not just demand what he wanted... Parliament was part of the gaming business and GHDC, he was no doubt an integral part of putting it together.
It certainly is "easy" to paint this picture, because it makes more sense than assuming he was not involved.
