Wrong answer. Pumping water out of an old mine has nothing to do with whether the use is for a public water supply (PWS), and absolutely nothing at all to do with water rights.
Remember, Cardinal is supposedly using the minewater as process water for reprocessing old tailings, not for drinking water. Here is what the purpose of the water was for:

So, on July 8th, KJ tweeted there was environmental permitting and now today, there is no permitting needed???
The bottom line is that permitting is needed - you simply cannot pump water out of an old mine and use it for any purpose without the proper permitting - especially to reprocess old mine tailings. That water is going to have regulated constituents - heavy metals, primarily. But possibly other issues - sulfates, nitrates, cyanide, and so on.
KJ appears to be a liar, working for a banned securities fraudster.
